dc.description.abstractI nasjonal strategiplan for det tobakksforebyggende arbeidet 2006-2010 ønsket Helse- og omsorgsdepartementet å få utredet forslaget om forbud mot synlig oppstilling av tobakksvarer. Departementet har allerede hatt forslaget på høring, og represen tanter fra tobakksindustrien og handelsnæringen hevdet i sine svar at tiltaket bl.a. var i strid med EØS- reglene og at det ikke kunne dokumenteres effekt. Før departementet eventuelt skal arbeide videre med et lo vforslag, vil de vente på utfallet av en EØS-høring. Helse- og omsorg sdepartementet ønsket også å få oppdatert kunnskap om effekter av reklame og reklameforbud, da de anser et forbud mot synlig oppstilling av tobakksvarer som en forlengelse av reklameforbudet. Halvparten av denne rapporten er viet til en gjennomgang av de tilnærminger som er anvendt (kapi ttel 2) og de resultater som er framkommet (kapittel 3) fra forskningen om tobakksreklamens effekter. På tvers av metodiske tilnærminger er det i forskningsverdenen konsensus om at eksponering for tobakksreklame øker sannsynligheten for at unge begynner å røyke. Tobakksreklame øker også det aggregerte tobakkskonsumet, men i beskjeden grad . Restriksjoner på - og spesielt forbud mot - tobakksreklame bidrar til å dempe salget av tobakk. Det kan imidlertid diskuteres hvorvidt resultatene fra denne forskningen har noen plass i kunnskapsgrunnlaget for forslaget om et forbud mot synlig oppstilling av tobakksvarer. Op pstilling av tobakksvarer må regnes som mindre påtrengende kjøpspåvirkning enn den ordinære reklamen som direkte forsøker å overtale forbrukern e til kjøp for eksempel med slagord. Den resterende halvpart av rapporten drøfter om resultatene fra forskningen om reklamens effekt kan inngå i kunnskapsgrunnlaget om synlig oppstilling av tobakk. Rapporten viser bl.a. hvordan tobakksindustrien har investert betydelige ressurser i å utvikle pakkedesign som skal kommunisere et budskap til eksisterende forbrukere og potensielle kunder. Dette har gjort emballasjen til et kommunikasjons- medium som har fått større betydning etter reklameforbudets inntreden. Industriens disposisjoner vedrørende pakkedesign og vareutstillinger tilfredsstiller kriteriene i en mye bruk t definisjon av reklame. dc.description.abstractBackground In connection with Norway's National Strategy Plan for Tobacco Prevention 2006-2010, the Ministry of Health and Care Services has proposed to ban visible displays of tobacco products. Representatives of the tobacco industry and retail trade claimed in their responses that the measure was at variance with the EEA rules and that no effects could be documented from such a ban. The Ministry therefore sent the proposal on an EEA hearing before continuing to frame draft legislation. The Ministry of Health and Care Services also wanted to obtain updated information about the effects of tobacco advertising and in particular bans on such advertising, since they consider a ban on visible displays of tobacco products to be an extension of the ban on advertising which Norway imposed in 1975. Effects of tobacco advertising and tobacco displays The SIRUS-report details the scientific approaches applied and the results produced by research on the effects of tobacco advertising. Regardless of methodical approach, there is scientific consensus among researchers that exposure to tobacco ads increases the uptake of smoking. Tobacco advertising also increases aggregate tobacco consumption, although only to a modest extent. Restrictions and, in particular, bans on tobacco advertising reduces tobacco consumption. However, it is debatable whether the results of this research are appropriate knowledge input for a bill mandating a ban on visible displays of tobacco products. Displays of tobacco products is usually viewed as less obtrusive temptations to buy than ordinary advertising that uses slogans in a blatant attempt to persuade consumers to buy. The SIRUS-report discusses whether research results on the effects of advertising merit a place in the knowledge base about visible displays of tobacco. Among other things, the report shows how the tobacco industry has invested substantial resources in designing packaging that conveys a message to existing consumers and potential customers. This makes packaging a medium of communication that has gained importance since the ban on advertising was introduced. The tobacco industry's decisions as regards package design and product displays satisfy the criteria for a commonly used definition of advertising. Visible displays of tobacco products are regarded as advertising if they function as a form of communication, if that communication is conveyed to many people, if the mass communication is paid for by an identifiable sender and if the message is intended to boost the advertiser's sales. Results The results of the only survey performed thus far to measure the effect of tobacco displays, indicate that such displays may have a sales-promoting effect. The survey suggests that recidivism among former smokers will be the most important mechanism underlying sales growth. The report also points out that visible displays of tobacco products trigger many of the same cognitive processes that are found to boost the probability of smoking after exposure to ordinary advertising. Theories on consumer psychology and consumer behaviour surveys support this. The tobacco industry has put up strong resistance to the bill, not least by suing the public health service in Ireland to retain the right to put up tobacco displays at points of sale. Experience indicates that the strength of the resistance mobilised by the tobacco industry against a preventive measure is a valid barometer of the effect the measure will have on their revenues. Conclusion The report contends that displays of tobacco products are a type of promotional measure that works along the same cognitive dimensions as ordinary advertising. It is, however, difficult to estimate whether the effectiveness of the promotional measure is greater or less than ordinary advertising, and the extent to which the health warnings on the package mitigate the package's commercial effect.
