dc.description.abstract | Denne rapporten presenterer evalueri
ngen av alkoholkampanjen ”Alvorlig
talt” som ble gjennomført sommeren og høsten 2004 av Sosial- og Helse-
direktoratet. Hensikten med kampanjen var å redusere skadevirkningene
av alkohol ved å forsøke (1) å øke kunnskapen om alkoholens skade-
virkninger, (2) å styrke bevisstheten om at virkemidler som aldersgrenser,
skjenkeregler, promillegrenser, av
gifter og salg gjennom vinmonopol
bidrar til å redusere skadevirkningene av
alkohol og (3) å gi råd til foreldre
om hvordan de kan snakke med barna sine om alkohol.
Kampanjen bestod av to hoveddeler: en PR-kampanje sommeren 2004 og
en massekommunikasjonskampanje
høsten 2004. Massekommunikasjonen
foregikk gjennom TV-sketsjer og annonser i ukepresse og på flere nett-
steder. Mens TV-sketsjene tok for
seg alkoholpolitiske virkemidler,
fokuserte annonsene på temaet foreldre, ungdom og alkohol. For
ytterligere informasjon ble det vist videre til kampanjens nettsted www.-

. PR-kampanjen, hvis hensikt var å øke oppmerksomheten
omkring alkoholens skadevirkninger,
ble gjennomført for å berede grun-
nen for massekommunikasjonsdelen.
I tillegg ble det gjennomført ulike
PR-tiltak i forbindelse med iverksettingen av massekommunikasjonen.

dc.description.abstract | The present report presents an evaluation of the Norwegian alcohol campaign "Alvorlig talt" which was launched by the Norwegian Directorate for Health and Social Affairs, and ran during the summer and fall of 2004. The purpose of this information campaign was to increase the knowledge about the harm related to alcohol consumption, (ii) to increase the awareness of the utility of restrictive alcohol policy means, and (iii) to provide advice to parents on how to communicate about alcohol with their children. The campaign started with a PR-campaign during the summer of 2004 to provide a basis for the mass communication part which was launched in October. This latter part comprised 5 TV commercials focusing on alcohol policy means and announcements in magazines as well as on the web.
The evaluation utilised a "before-after design". The data was collected in ultimo June (T1) and in December (T2), before and after the campaign, respectively. The data was collected by means of telephone interview with a representative sample of Norwegians aged 16-55. At T1 1300 respondents participated out of which 811 responded at T2, yielding a response rate of 62.4%. The results indicated that there was a change from T1 to T2 in the following areas: (i) more positive attitudes towards the use of effective alcohol policy means, (ii) more positive attitudes towards parental monitoring of the alcohol consumption of their children, and (iii) parental alcohol behaviour in relation to their children had become more restrictive. There was no difference between those who had been exposed to the particular parts of the campaign (commercials, announcements) versus those who had not been exposed to those parts. The results indicate that the changes during the campaign period may be related to the
agenda setting function of the campaign. | |
